This thread fails completely.
The only reason why Amarr is underpowered is because everyone and his neighbour armor tanks, and the only reason why everyone does that is because every pvp setup needs medium slots to AB / MWD / ECM / Scramble / cap boosters (insert other needed modules here).
You want to fix amarr ? Make a low slot version modules of pvp-useful medium slots, and make a medium slot version of pvp-useful low slots. Doing that will fix amarr, because shield tanking will becomes more and more used in PvP...
Second alternative fix : review all placement of slots for modules, so that : - high = primary weapons, and repairers (no change), - medium = scramble / ECM / defense against those / afterburners / range boosters / cap boosters / others things not belonging in high-slot and low slot actually, - use low slots solely for tank / damage boosters. Basically it's the nearly the same as now, except shield extenders and shield boosters are moved to low slot.
Damage and cap issues are not the problem with amarr. The problem is that lasers are made to kill shield tankers, and shield tanking is less viable in most PvP setups than armor tanking.
Well, it's only my opinion...

Obviously, other fixes will be needed in order to keep some balance in the game... in order to avoid this kind of setups.

I mean, the computer on your ship can safely align in a matter of seconds with a really impressive precision (2.5 km out of a 250 AU jump) when warping, but somehow manages to miss a non moving target 500 meter large and 15 km away...
Eve and real physics have little in common...
